Summary
Briefly reviews process leading to 1976 U.S. Copyright Act, beginning with studies in 1955. Since 1976 the US has signed the Berne convention and passed the Sonny Bono copyright extension and DMCA but otherwise has focused on technical adjustments. There are increasing calls for revision rather than update, but this could be expected to take many years. Focus on "copyright office modernization" seems more promising in the near term:
- increased funding
- improved IT system
- greater autonomy and authority (scope for Office decisions without needing Congressional or Library of Congress approval)
