Editorial launching new journal, Research Ideas and Outputs (RIO):

RIO is compatible with the currently prevailing journal concept in that it accepts submissions of research outcomes and offers to review, publish, disseminate and archive them. On that foundation, it significantly extends this journal concept and addresses many of its shortcomings, taking inspiration instead from constructive suggestions that have been made over the years about how to communicate research.

Provides quotes, earliest 1959, calling for integrating and expanding range of scientific publication, including of funding proposals.

Argues publication of results not enough:

  • Large effort invested in creating funding proposals, almost completely hidden
  • Good experiences from scientists who have shared pre-results stages of research
  • Delays from typesetting and proofing stages of traditional journal publication can be eliminated
  • Both pre- and post-publication review can be enabled

RIO addresses these shortcomings and additionally:

  • Takes submissions from all domains of scholarly inquiry
  • Emphasizes the role of research in addressing societal challenges
  • Takes on social challenges in knowledge by requiring open licensing, machine-readability, and encouraging publication of overview papers
