Summary

Most studies have shown that more police reduce crime, but have only looked at policing changes due to unrelated events, not long-term effects.

Authors look at crime where more police are provided by a local university, and adjacent areas.

University of Pennsylvania has 100 police, largest privately funded police department in Pennsylvania, and third largest university police force in US. Within the "Penn Patrol Zone", the university as 16 officers on patrol at any time, substantially supplementing the 6-8 Philadelphia officers patrolling the encompassing University City District. Authors exploit difference in patrols on boundary of Penn zone. Blocks on either side of the boundary are largely indistinguishable due to the university's strategy to merge into the surrounding neighborhood, and being heavily populated with Penn students and staff.

Authors conclude that Penn police reduce crime by about half within patrol zone.
