Summary

Focusing on data from the UK, authors argue that decline in recorded music sales post-Napster attributable to factors in addition to filesharing, e.g., overall changes in allocation of consumer spending and increased spending on other forms of entertainment, including live music. Given lack of evidence of harmful impact of filesharing, policy should avoid suppressing technology and encourage businesses that build on participatory culture.
