Summary

Authors "argue that the Internet freedom community should use the experiences of the humanitarian aid community to stimulate and inform a debate over the ethics of Internet freedom research."

"Internet as a human right" does not address all ethical dilemmas regarding Internet freedom, eg what about assisting spies' anonymous use of the net, or how to prioritize who to help first.

Humanitarian organizations have struggled with when and how to intervene for decades. Authors find 4 lessons which internet freedom community can learn from humanitarian efforts:

  1. Impartiality is impossible
  2. It's hard to consent when you don't understand
  3. Our tools promote our cultural norms
  4. "Impact" is elusive
