Qualitative survey of 7 people in charge of IT in Public Administration Local Organizations in the Lombardy region of Italy. Found in ranked order for adoption of FLOSS.

Used to inform quantitative survey sent to all 1536 municipalities in Lombardy. 451 were returned, 256 completed.

Quantitative results broadly agree with interviews. Some FLOSS is used. Money saving is an important driver. People in charge of IT generally consider FLOSS low quality.

"60% of the interviewees are waiting for a Regional law that prescribes how to adopt FLOSS and how to publish Open Data. To this end, the creation of a regional board for monitoring FLOSS and supporting its adoption is advocated."
